- W627401613 abstract "As an alternative to the traditional contracting method, pavement warranty has been adopted by state highway agencies in order to foster contractor innovation, enhance pavement performance, reduce agency costs, and preserve pavement construction investment. The proper selection of warranty items and establishment of their threshold levels constitute the most important component of a pavement warranty program. The Mississippi Department of Transportation (MDOT) initiated its pavement warranty program in 2000 and the threshold levels established at that time and still in use are based on the deduct points that are converted from pavement distress measurements using empirical equations. This study reviewed and compared the warranty threshold practices in Mississippi and states with existing pavement warranty programs. A questionnaire survey was conducted to collect the pavement warranty threshold data from state highway agencies in North America. The advantages and disadvantages of the practices in warranty thresholds in different states were discussed. Further, the appropriateness of MDOT thresholds was investigated and compared with those from other states using statistical analyses on the pavement condition data saved in MDOT’s pavement management system. The analysis results and discussion showed that distress measurement based thresholds are more straightforward and convenient to handle during warranty practice than deduct points based thresholds. Although the findings from data analysis showed good rutting resistance of modern pavements and a reasonable ride quality threshold of International Roughness Index (IRI) around 125 in./mi, significant inconsistency in threshold levels used by Mississippi and the thresholds used by other states were identified in the study." @default.
