- W629008149 abstract "A number of European countries use pavement management systems to optimise maintenance of their road network(s). Although the ultimate goal of these systems is to optimise expenditure levels, allocation and use of maintenance and rehabilitation (M/R) budgets, most systems are limited to purely technical short-term approaches. Actual optimisation of maintenance budgets requires that economic aspects be addressed in the long term. In order to do this both pavement performance models and economic models must be available. The PAV-ECO project aims at investigating financial and economic models for the evaluation of life cycle costs of pavements, including highway authority costs, user costs and socio-economic costs. Alternative M/R strategies used in Europe have been identified through a literature survey as well as interviews conducted in fifteen countries. Models, which allow evaluation of the financial balance of each strategy at the project level, have investigated. To expand the problem of economic balance to the network level, other models are required, which are investigated in the different work packages of the project. The work program of PAV-ECO considers the impact of changes in traffic flow on maintenance needs, social economic effects from maintenance works, allocation of funds for different infrastructure components, and vehicle operating costs. PAV-ECO, which involves eight partners from seven European countries, does not aim at developing a Europe-specific pavement management system, but seeks to introduce improvements to existing systems to widen their application to long term social economic analyses." @default.
