- W62995569 abstract "Overpriced parking leads to too many vacant spaces, lost customers for nearby businesses and lower revenues for the city. If parking is underpriced, the available spaces are always filled and drivers must cruise around searching for a parking space, adding to traffic congestion. This article discusses a different parking strategy called “performance parking” that aims to eliminate some of the problems caused by wrongly-priced on-street parking. In performance parking, cities establish a target occupancy rate for curb parking of approximately 85%. The goal is to have one or two open curb spaces on every block. This can improve the performance of not only the curb parking system, but the transportation system and local economy as well. Cities accomplish this by adjusting their curb parking prices by location and time of day. Two cities in California, San Francisco and Redwood City, have adopted successful performance parking policies. Another way that cities can improve their parking policies is by eliminating minimum parking requirements. These parking requirements prevent infill redevelopment on lots that are too small for both a new building and the required parking spaces. Parking requirements also prevent new uses for older buildings that lack parking spaces. Los Angeles is encouraging the conversion of historically significant or economically distressed office buildings into residential buildings by reducing the amount of parking required for each unit. These changes may represent a gradual evolution in urban parking policy that will eventually spread to most cities." @default.
