• W633343210 abstract "In Southeast Finland there are frontier crossing points for road traffic in Vaalimaa, Nuijamaa, Imatra and Uukuniemi. Vaalimaa and Nuijamaa are international and day and night open frontier crossing stations. Road traffic from Finland to Russia has occasionally problems with the frontier crossing resulting traffic jams caused by the variation of traffic flow or by the unpre-dictable difficulties at the Russian frontier crossing stations. Also the cheap fuel in Russia has increased the passenger car traffic from Finland causing delays at frontier crossing stations from time to time. This study aimed to assess the problems of the cross-border road traffic and also to evaluate the possible means of decreasing the problems by improving the distribution of traffic information for the drivers. The study included an inquiry and interviews for authorities, transport companies, other interest groups and specialists. The result of this study is a proposal for the improvement of the cross-border traffic information system. The aim of the improvement of the cross-border road traffic information is to distribute reliable information about the real time traffic situation at the frontier crossing stations. A prognosis of the traffic variation should be included to the information. Drivers could use the traffic information to choose the best available time for frontier crossing or choose, if it is possible, the alternative route to Russia via another frontier crossing station. The responsibility of frontier traffic information issuggested to transfer from the Frontier guard to the traffic centre of the Kaakkois-Suomi Region of the Finnish National Road Administration (Finnra). The real time traffic monitoring shall be carried out by video cameras and traffic detectors at the checkpoints in co-operation with frontier and customs authorities. The Finnra Internet pages will be used as much as possible as a basis for the distribution of traffic information services. The information consists of video camera pictures, real time traffic information, forecast of the time of frontier overpasses and, if needed, recommendation of an alternative route. The effects of developing the cross-border traffic information were roughly evaluated by the delays of heavy vehicles and cost for the transport com-panies during frontier crossings. Also the Finnra's investment costs for the development of information were evaluated. The implementation of the traffic information system to the frontier crossings at Vaalimaa, Nuijamaa and Imatra will cost 2,3...4,8 MFIM. Annual operating and maintenance costs are about 260 000...480 000 FIM. Annual benefits for the transport companies of less delays and more reliable schedules will be 4...20 MFIM. The main factors of uncertaintity are the future development of Russia and it's impacts on cross-border traffic flow and also the unpredictability of the Russian frontier authorities. That is why it is very important to continuously develop the co-operation between Finnish authorities and also between Finnish and Russian authorities.
