- W638642889 abstract "The requirement that Traffic Impact Assessments (TIA’s) have to be completed for all rezoning applications, or also for other developments when it is considered necessary by the relevant authority, comes a long way in South Africa. Originally based on practices elsewhere, such as in the UK or the USA, it has now matured to the extent that local guidelines have been developed for most aspects. This includes issues such as warrants for and the extent of the study (physical area to be investigated), intersections to be included, assessment horizons, trip generation, trip assignment, parking requirements, access management, cost allocation, etc. As traffic impacts are generally considered one of the major impacts of new developments, and in many cases proof to be a very sensitive issue with adjacent communities, the objectives of this paper are to review the local practice and experience, to identify the present issues and to suggest possible ways of addressing them. These issues include: (1) the applicability of present standards/methods/procedures; (2 “ideal” land use development; (3) the responsibility for the execution of TIA’s; (4) handling appeals to official rulings; and (5) resolving cost allocation.
