- W638667247 abstract "This paper was the opening address of this 1987 conference, which was organised by the Parliamentary Advisory Council for Transport Safety and the Child Accident Prevention Trust. It points out that, despite some definite reductions in casualties to children involved in road accidents in the UK, the problem is still so serious that everything possible must be done to reduce these accidents. Among child pedestrians and child cyclists, the proportions killed in road accidents in built-up areas in 1985 were 95.6% and 81.9%, respectively. Accident statistics in other European countries with high car usage show that casualties to child pedestrians per million population are very much lower. The main reason is the introduction of traffic calming and other measures in built-up areas that subordinate the needs of motorists to those of pedestrians. More measures of this type should be devised and introduced in the UK, with the mutual cooperation of highway engineers, town planners, architects, and developers. The Transport and Road Research Laboratory (TRRL) has launched a project to evaluate modifications of the characteristics of residential streets to reduce accidents on them. The most urgent practical requirements are to: (1) persuade the public to accept as right and necessary changes that will reduce speeds in residential streets; (2) actually reduce those speeds, to provide a less hostile environment for children.
