- W644909599 abstract "The aim of this paper is to roughly quantify (in monetary terms) the reduced local and regional environmental effects which will result from reductions of other substances than CO2, due to an introduction of bio-fuels. To do this, different kinds of emissions, in different circumstances, have to be compared to each other. To judge whether or not various measures are socially desirable, these effects have to be compared to other positive things in society. Therefore, a monetary valuation is undertaken. The results indicate that local and regional environmental effects will hardly be sufficient arguments for a switch from conventional fuels to bio-fuels. This in spite of the fact that it is assumed that the emissions can be reduced substantially from a fuel switch (if the scale, in terms of number of produced vehicles, is sufficiently large). An important reason for this is that emissions from conventional fuels can also be assumed to be considerably reduced in a 15 years perspective, which implies that the absolute potential for improvements will be reduced. This does not mean that the valuation of reduced (non-greenhouse related) emissions need to be negligible. In particular for heavy vehicles, a switch to bio-fuels appears to be of considerable environmental benefit, in the long run. This indicates that it might be a wise strategy to focus an introduction of bio-fuels on heavy vehicles, especially on such vehicles which primarily are driven in urban areas. (A)" @default.
