- W646882178 abstract "Despite significant progress in the past, OECD countries continue to face the problems of reducing the terrible toll of road accidents and of integrating the road transport system with its economic, environmental and social surroundings, problems which may grow as traffic grows along with countries' economies. Although road accidents might never be eliminated, their incidence and severity can be greatly reduced. The fact that the number of road fatalities exceeds 110000 in OECD member countries highlights the need for sustained efforts and new initiatives. Application of the safety measures which now exist or are clearly within reach can significantly reduce this death toll. It is therefore important to take stock of available accident countermeasures and review their efficiency. International co-operation and sharing of experience can help to develop new concepts and innovative approaches to road safety, refine known accident countermeasures and assess the worth and impacts of individual actions and broader sectoral programmes. Because of the dominant role of the human factor in road accident occurrence, the paper centres heavily on measures regarding specific high risk age and road user groups: children, the elderly, pedestrians, two-wheelers, beginner drivers and trucks. Substantial safety improvements in all these areas are possible. However, when devising safety measures and regulations, care should be taken to strike a balance between the individual's desire for mobility and freedom and the need for society, as a collection of individuals and groups, to restrict that freedom by laws and regulations designed to ensure safer travel. The paper also reviews three massive sector-specific single-action safety programmes which have proved most successful but which need sustained promotion and enforcement to maintain their effectiveness: drinking/driving counter-measures, seat-belt usage and speed limits.
