At the core of this mission is the capture of data from instruments at these observatories and the delivery of that content to both the Principle Investigators (PIs) who proposed for the observations and, after an appropriate proprietary period, to users worldwide who are interested in using the data for their own (often very different) scientific projects. However, delivery of raw and/or reduced images to users only scratches the surface of the extensive potential which the international Virtual Observatory (VO) initiative has to offer. By designing the whole NOAO/DPP program around not only VO standards, but more importantly around VO principles, the program becomes not an exercise in data management and NOAO user support, but rather a VO-centric program which serves the growing world-wide VO community. It is this more global aspect that drives NOAO/DPP planning, as well as more specifically the design, development, and operations of the various components of our system. In the following sections we discuss these components and how they work together to form our VO-centric program. 1. An Overview of the Data Products Program As a U.S. National Observatory operating a wide range of telescope facilities distributed throughout the world, the National Optical Astronomy Observatory (NOAO) is by definition one of the most significant data providers in a U.S. astronomical system which includes both ground-based and space-based facilities. This significance can be quantified both in the variety of instruments supported as well as the volume of data produced. But until recently most of the data obtained at NOAO and affiliated facilities was only captured for back-up purposes, via a tape-based “Save-The-Bits” (STB) system, in case Principal Investigators (PIs) lost their own data. In 2000 NOAO created the Data Products Program (DPP) in order to establish a unified data management infrastructure for the distributed observatory facilities and their users. The program initially focused on the datasets which were thought to hold the most rapid impact, specifically those from NOAO Survey programs, which accounted for up to 20% of the telescope time on NOAO facilities, and whose groups were obligated to provide community access to their reduced data.
