- W647708141 abstract "In 1990, the Federal Highway Administration's Office of Program Review undertook a review of state and local jurisdictions' activities related to the operation and maintenance of traffic control systems. Although the review was primarily aimed at systems built with Federal aid funds, the review included states and locally funded systems. The typical review consisted of an on-site visit as well as interviews with public officials. Seven states were selected for on-site reviews. States consisted of California, Washington, Pennsylvania, New York, Minnesota, Tennessee, and Texas. A traffic control system for this review was considered to be a conventional or computerized traffic signal, or a freeway surveillance and control system. Twenty-four traffic control systems were evaluated. A standard set of questions was developed for the interviews. Topics covered were the number of traffic signals in a system, and for freeways, the total number of devices such as ramp meters, changeable message signs, CCTV cameras, budget, and personnel assigned for operations and maintenance. It was the assessment of the review team that only two systems, out of the 24 evaluated, were well operated and maintained. While the determination was mostly subjective, the analyses included such factors as signals to technician ratio, preventive maintenance scheduling, automation of record keeping, number of timing plans used, and the use of computer equipment for its intended purpose. Typical deficiencies included: traffic signal systems incompletely constructed or not functioning as designed; and traffic control systems poorly operated or maintained. This paper describes a variety of reasons that caused these systems to be in disarray, as well as a number of commonalities. The major theme of the paper, however, is that the overall poor performance of the majority of the traffic control systems reviewed was due to a lack of budget resources. Operating and maintenance officials stated that while the budget for installation of a system was financed by a capital budget with or without Federal funds, the operation and maintenance budget is typically funded through a local operating budget. As state and local operating budgets are derived from local and state taxes, it is difficult to obtain the necessary resources for effective traffic control systems." @default.
