- W648010794 abstract "Texas has often been criticized for its perceived anti-planning attitude. However, three regions in the state are taking a leading role in the smart growth movement. This article describes the regional planning activities of central Texas, Houston and the Dallas-Fort Worth region. In Central Texas, a nonprofit group called Envision Central Texas (ECT) has produced a set of policy recommendations based on findings from community surveys and mailings. The recommendations describe changes residents want in the way growth is managed and urge that more choices be made available in housing, transportation and employment. The ECT has also increased awareness of the five counties in central Texas as a single region. In Houston, the local approach to transportation and related land-use issues is largely shaped by business-oriented organizations. The Houston area's traditional transportation planning process, combined with this corporate approach to implementation, has had considerable success in guiding transportation investment according to economic development objectives. Since the Dallas-Fort Worth area is not dominated by a single large city, negotiation and coalition building play a prominent role in regional transportation planning and investment. One of the most significant examples is the formation by 13 cities of the Dallas Area Rapid Transportation system. These three examples identify some of the options available in approaching transportation planning, congestion and regional urban form for communities with different demographic and growth characteristics as well as different institutional and civic structures." @default.
