- W648758049 abstract "The California Department of Transportation (Caltrans) uses a fixed moving window of 0.2 miles, in increments of 0.02 miles, to observe the frequency of collisions in a highway segment. Caltrans then compares this frequency with the expected frequency in similar segments. A persistent problem in the use of the fixed moving window is the identification of false positives (sites where no specific highway deficiency exists) and the instances of false negatives (sites where true high risk is not identified). Fixed window approaches, even those that move in small incremented amounts, do not allow analysis of variations in risk within the window, and assume that all factors causing collisions reside within the segment. This study presents a new method for generating a continuous risk profile. This method can more closely monitor variation in the shape of an underlying “true” risk profile. The approach generates a risk measure interpretable as number of collisions or collisions per unit distance. The proposed method is demonstrated with data from the Traffic Accident and Surveillance System (TASAS), a database maintained by Caltrans that represents the California State Highway system. The findings show that continuous risk profiles generated by the method are highly reproducible over time and can be used for monitoring changes in risk over successive years." @default.
