- W649660838 abstract "Performance monitoring is a critical concern of transportation planning, as it is to many other disciplines such as manufacturing, marketing, and education. The development of performance measures and their practical application have become a focus of transportation planning in the United States primarily since the enactment of Intermodel Surface Transportation Efficiency Act of 1991 (ISTEA), with it's requirements for monitoring the success of long-range plans and management systems. Borrowing from other professions, transportation planners began a debate about outcome and output performance measures- their definitions. applications, and effectiveness for gauging success in transportation arenas. This debate has lacked consistency and leadership to reach resolution. Agreement on basic issues such as definition of outcome and output is yet to be achieved. Many agencies are developing and applying these measures with different interpretations of what the measures are and how the monitoring data is to be utilized. In the mist of this debate, there has been little gap analysis to determine where performance monitoring is today, where it needs to be, and what elements are missing to provide the kind of feedback needed to monitor and improve the transportation product. But how new are performance measures for transportation planning? In many ways, performance measures have been around for many years measuring such outcomes as safety, capacity, and air quality. Level of service (LOS) is an outcome performance measure that has been utilized in the transportation profession for many years. A level of service is not a direct output of a transportation, but actions such as adding turn lanes, traffic signals, travel lanes, or other improvements are the output that can effect LOS. Similarly, air quality is an outcome measure that has existed in the United States since the 1970 Clean Air Act. Clean air is not an agency output, but is the result of decisions and programs of the transportation agency, coupled with technological advances in the auto industry. A different kind of outcome performance measure can be observed for the interstate highway system. The outcomes produced by the interstate highway system are regional connectivity farm-to-market access, and improved national security. These outcomes will not appear in any agency's capital or operating program, standards, or procedures. However, the design specifications and funding to produce a regionaly connected limited access highway will be provided in agency outputs. Similarly, quality neighborhoods will never be a direct output, but there are multiple outputs provided by the transportation agency that will either advance or curtail the appearance of this outcome. Outputs are the specific items that appear in the budget, programs or policies of transportation departments and the direct, immediate results of those items such as park-and-ride utilization or rail freight tonnage." @default.
