- W653829305 abstract "Integrated data collection is encouraged by FHWA in the procedures embodied in the Highway Performance Monitoring System (HPMS) and the Traffic Monitoring Guide (TMG). However, the sampling strategies in the TMG are based on nested random selections of highway segments. The result is that a large sample is needed for traffic counting. A sub-sample is selected for vehicle classification. An additional sub-sample is selected for collecting truck weight data. This approach may be appropriate for making reliable statements about the State's highway system, but it may not serve State needs well for making inferences about traffic at specific point locations on the highway network. Point location data are needed for design and construction zone traffic management. In addition, continuous point location data (collected by automatic traffic recorders) are needed to factor short counts (24 hours or more) collected at key sites on the State's highway network. The purpose of this study is to evaluate the procedures used by the Oregon Department of Transportation for collecting continuous point data to determine: (1) if the current location and number of automatic traffic recorders (ATRs) on Oregon's highway network is adequate for estimating monthly seasonal factors, and (2) if the current procedure of using cluster means from ATR sites to calculate seasonal adjustment factors is the best method. The use of simple regression, triangulation, and cluster specific means are evaluated as techniques for calculating monthly seasonal adjustment factors from ATR data. These adjustment factors are used to factor volume data where only short counts are available. The results show the current geographical location of ATRs used by ODOT, provide statistically valid volume counts, and indicate that making inferences about traffic volume count data from known point locations to unknown point locations on the highway network is feasible. In addition, two new areas of research are addressed which have application to real time integrated traffic data collection." @default.
