- W654849784 abstract "This dissertation focuses on the strategic assessment of Intelligent Transport Systems (ITS), urban traffic control, information and trip planning systems, navigation and guidance systems, automatic debiting and cruise control and safety systems are defined as ITS. Characteristics of these systems have been identified, especially the decisive factors. The perspective is the view of the public decision-maker. Investment in ITS is seen as one of several means to fulfil transport policy goals. The objective has also been to review and improve the methodology for strategic assessment of ITS. The requirement of dynamism is important when modelling intelligent transport systems. The other two are explicit consideration of information quality and the existence of vehicles with different characteristics in connection with route choice and driving behaviour as a result of differences in equipment. The strategic evaluation in Sweden takes a comprehensive approach in a macro-simulation with micro-simulation support. Current applications are found in city centres with many signal-controlled intersections and corridors with motorways and arterials which are recurrently overloaded. The review of models reveals that many changes and additions are needed to take account of information technology in existing model systems. There is a lack of reliable knowledge about information quality and user reactions. It is important that empirical studies are conducted in these areas so that validated relationships can replace assumptions, extrapolations, assessments and guesswork in model systems. The model system must therefore be open to any additions which may prove necessary. Regardless of the evaluation method, it is important that the assessment is based on a realistic opinion of the quality of information of ITS and its importance for the motorists' willingness and ability to use the systems. This indicates that the system should be as open as possible to changes in functional relationships. The model system must therefore work as an open toolbox. Not until these presumptions are fulfilled, will it be possible to assess the large-scale effects of Intelligent Transport Systems with sufficient reliability. (A)" @default.
