- W655284995 abstract "This paper describes and assesses an innovative framework through which a Walking Strategy for a Local Authority was developed and utilises this experience to demonstrate how, in a practical way, the priority to pedestrians in the development of transport policy can be improved. The formulation of the Walking Strategy - occurring in parallel with the development of the local transport plan - begins through a consultation exercise in which the key problems facing pedestrians in the area are established. A series of key 'themes' for improving the pedestrian environment are then identified, such as promoting seamless transport by improving pedestrian access to public transport, promoting pedestrians in new developments and changing attitudes to different transport For each of these objectives, a 'good practice framework' is developed in which the principles and basic standards of pedestrian provision are detailed. For a Walking Strategy to become more than simply a statement of good intentions, the next vital component is to develop an implementation programme. This develops appropriate targets and indicators for pedestrian provision and provides mechanisms for prioritising measures and integrating them into broader transport schemes, such as traffic management schemes or TravelWise campaigns. To conclude, the paper makes some comments, based on the above together with the national experience, about our relatively poor understanding of pedestrians and the relative lack of seriousness with which pedestrian provision is treated vis a vis other transport modes.
