- W67884097 abstract "The introduction of an electronic health record or ELGA (abbreviated from the German elektronische Gesundheitsakte) in Austria has for a long time been a hotly debated subject. Just in the last few months, ELGA, the implementation of which is part of the current government agreement, was showing increased signs of life in the press. In addition, during conversations in the course of my studies, accusations have again and again been made that the specifications from the ELGA working group (ARGE ELGA) have been too focussed on technology, whilst the demands of the individuals who will be using ELGA were either not or were not sufficiently taken into account. In the course of this work, the extent to which the specifications from ARGE ELGA actually concentrate on the field of technology and which user requirements were already defined were determined. In the next step, various stakeholders in the planned ELGA were asked about their functional user requirements by means of a problem-focussed interview. The stakeholders chosen were: doctors, pharmacists, social services and representatives from self-help groups. A catalogue of functional user requirements for the hitherto described core applications of ELGA (Portal, e-Arztbrief [electronic doctor's letter], e-Befund Labor/Radiologie [electronic lab/radiology results] and e-Medikation [electronic medication]) was subsequently created from the 29 interviews carried out. Thus, the most urgently desired was the introduction of an electronic medicines overview or the electronic immunisation pass, respectively, but the possibility of presenting self-help in the context of the ELGA Portal was also a point that attracted much support. In contrast, the suggestion of hiding some documents or online contact with the treating doctor was clearly rejected. It can be concluded as a result of this work that there is currently no satisfactory definition available for functional requirements for the electronic health record.
