The conference was convened in order to lay down what were the generally recognized rules of international law referred to in Article 7 of Convention XII. Ten leading sea powers participated in the Conference, which opened on November 4, 1908 and concluded on February 26, 1909 with the signing of the London Declaration, a 71-article set of rules covering all the major problems that had arisen concerning prize law. The Declaration codifies the case-law of national prize courts in the 18th and 19th centuries, in particular the judgments of the English Court of Admiralty during the Napoleonic wars and of the United States Supreme Court during the American Civil War. It also confirmed and elaborated on the Paris Declaration of 1856 respecting maritime law. Following the London Naval Conference the, Institut de Droit International appointed a committee in 1910 to prepare broader regulations concerning the laws and customs of naval warfare, which were to be discussed at a proposed further peace conference at The Hague." @default.
