- W70746836 abstract "The main safety requirement for Stage 1 gas-cooled reactors is to prevent the release of fission products by a protection requirement which preserves the integrity of the fuel canning, pressure vessel, and circuit. Some of the principles applicable to the preservation of the integrity of the fuel canning are stated, and some of the resulting practices are discussed. The control systems necessary to maintain the working conditions of the fuel elements to within safe limits and the reason an automatic shut-down system is considered necessary to provide adequate protection are discussed. The design limitations to be placed on reactor control systems, so that faults therein do not result in a reactor excursion which is either too fast or too large for the capability of the protective system, were investigated. In addition, since practical and economic considerations prevent the protection of every channel of fuel in the reactor, the necessary constraints to be placed on the control systems so that localized areas of excessive temperature cannot occur are discussed. In order to achieve an acceptable level of reliability of operation of the automatic protection system itself, it is shown that a redundant system using coincident working should be used in conjunctionmore » with a suitable proof testing procedure to maintain the redundancy. Typical failure rates of protective equipment are mentioned as target figures which, when used in a suitable redundart system, should enable a practical proof test period to be chosen to achieve the desired level of reliability. In order to achieve a similar high level of likelihood of incident detection it is argued that each incident requiring protective action should be detected by at least two independent parameters, one of which should preferably be fuel can temperature. The limitations and acceptable exceptions to this principle are also discussed. The principles applicable to ensure that the shut-down mechanisms themselves are equally reliable are stated and limitations placed on their number, size, and rate of operation. Some safety principles applicable to the human controller, emphasizing the limitations of administrative control and defining the limitations of safety which can be claimed by the use of interlocks, are listed.
