This issue is traditionally examined by legal and historical sciences, as well as by political science and political anthropology. Within all these sciences, there has always been, and still continues, a discussion concerning, firstly, the definition of a state and, secondly, the theoretical and practical foundations for distinguishing between a state and other po-litical organizations, preceding it in the history of mankind. In the 1970s Henri J. M. Claessen and Peter Skalnik formed an international group of anthropologists, lawyers, archaeologists and historians to examine the emergence of the state on the scale of the general history of humankind, in various human civilizations, regardless of the geographical location and chronology of those processes. Another task of the group was to de-fine the difference between the non-state and state political organizations and to specify the features of an early state. The group, working for al-most 20 years, prepared a series of publications, starting with the volumes" @default.
