Nutrition surveillance systems, however well intentioned, are generally doomed to fail if data are collected first and the perceptions and competing objectives of are not taken into account. Gathering data first like reaching into a toolbox before you know what you want to fix, says David L. Pelletier, associate professor of food and nutrition policy in the Division of Nutritional Sciences. And presenting data to decision-makers before they understand the problem equally misguided. Nutrition surveillance one type of information-gathering tool, Pelletier says, but only one of many that can be used in improving the nutritional outcomes of policies in diverse sectors. Other tools, or information include methods used to inform, educate, and communicate with makers. He explains that decision makers can be either individuals or groups, ranging from mothers to program directors to policymakers at the community or national level. The typical pattern of nutrition surveillance, which involves measuring and weighing children regularly to monitor nutritional status, interferes with more productive approaches, Pelletier says. It's a top-down approach that leaves out of the picture. It does not impart any sense of understanding of the problem or commitment to solve it. What's being said, in effect, is, 'Here's the regional distribution of malnutrition and you should target specific areas'--when the policymakers have neither been convinced of the need for intervention nor assisted in deciding the action needed. To promote a shift in international surveillance policy, Pelletier has been working with UNICEF to improve the decision-making process. The stakes are high. In developing countries, 35 percent of children below the age of five are underweight, and 48 percent of all childhood mortality from malnutrition, of which 75 percent the result of mild or moderate malnutrition. Central to designing a new set of information strategies, Pelletier says, is that existing decision-making processes at all levels must be understood first. People's perceptions of nutritional problems have to be understood. What do they think the causes and consequences of malnutrition are? What--given their perceptions, values, and life experiences--would motivate them to take action? Until these issues have been addressed, no amount of data on nutritional status will make a difference. A common misconception that malnutrition caused by inadequate agricultural production. Intensive agricultural production can in fact contribute indirectly to malnutrition. For example, studies by Pelletier in Malawi and Ethiopia found that intensive crop production often associated with high rates of malnutrition, confirming other evidence that mothers may be working longer hours in fields and leaving insufficient time to feed and care for children. …" @default.
