- W7391351 abstract "Events in the post-Najibullah Afghanistan continue to remain fluid with no easily recognisable coalition being in a position to take effective control of political power. Despite the relatively peaceful transfer of power from one faction leader to another, a tenuous peace is precariously holding out and could break any moment, convulsing the country into a bitter civil war, splintering it along sectarian and ethnic lines. The Peshawar Accord signed between the Mujaheideen leaders had hoped to provide the basis for lasting peace, but sadly,it is being observed more in its breach. In Afghanis tan, the only currency of power is the barrel of the gun. Despite succeeding in their uphill battle against a superpower, the Mujaheideen groups have not developed any coherent plan that they would implement in Afghanistan after taking over power. The result is that the present struggles in Kabul are guided by considerations of raw power; ideology is used only occasionally as a facade to cover the transparent ambitions of Mujaheideen leaders. In the prevailing atmosphere of Kabul, it is natural that a deep sense of mistrust and suspicion has been generated among the myriad groups present in the capital which, in turn, has given rise to persistent feelings that the final battle for Kabul has not as yet been played out. Thus it appears that the Mujaheideen are attempting to manoeuvre themselves into advantageous positions rather than work towards re-building the country's warshattered economy. The confusion within the country is being reflected on foreign policy issues as well. The polyglot Interim Council has hardly marched in step than each Mujaheideen group has issued state ments that speak more for their position rather than define the new Government's foreign policy goals.
