- W747035856 abstract "Near the turn of the century, the Bradshaw Mountains and the Black Hills in central Arizona began to fill with numerous prospectors setting up mine sites. As the population in the hills grew, many plans for hydroelectric plants along the Verde River developed (Monroe 2002). Only one of these plans became a reality. In 1900 rancher Lew Turner, an entrepreneur, laid claim to the water rights of Fossil Creek. His plan was to divert the water and create a hydroelectric plant so as to provide power to the growing mines in Jerome. It was not until 1907 that he was able to receive the appropriate funding to start construction at the two sites now known as the Childs -Irving hydroelectric plants. Childs was completed in 1909; Irving was completed in 1916. The Childs -Irving plants have been generating electricity for Arizona ever since, and on 9 August 1991 they were added to the National Registry of Historic Places. When Arizona Public Service (APS), the present owner of ChildsIrving, applied for relicensing of their hydroelectric plants in 1994, numerous issues were raised. As a result, on 12 November 1999, APS, along with several other groups, signed an agreement to discontinue the power plants' operations. The decommissioning agreement states that by 2004 the hydroelectric plants will no longer be producing electricity. It further states that by the end of 2009, all buildings will be removed, with the exception of a few of the oldest sites that are being preserved for historical reasons. One decision left to be made in this decommissioning process is the fate of the dam itself. Irving Dam is located 0.2 miles below the springs and currently diverts essentially all of the 43 cfs base flow from Fossil Springs, as it has done for nearly 90 years. This base flow provides 72 percent of all flow through Fossil Creek (Mathews et al. 1995). This means that just over a quarter of the water that will feed the creek below the dam already does so.
