- W748521266 abstract "MICHAEL KAMBECK, SARGIS GHAZARYAN (eds.): Europe's Next Avoidable War: Nagorno-Karabakh. Basingstoke: Palgrave Macmillan, 2013, 277 pp.The ethnic conflict in in the South Caucasus r is not a foreground topic for researchers from policy institutes in Europe. Michael Kambeck and Sargis Ghazaryan, two representatives of the organisation European Friends of Armenia, have attempted to fill this gap and increase the interest of the expert community in this issue, with the book Europe's Next Avoidable War: Nagorno-Karabakh. book is a compilation of different articles written by experts, politicians and eyewitnesses from all over Europe as well as the Caucasus. The three main parts of the book describe the various dimensions from different perspectives of the conflict. However, there is an impression that some articles are out of place in their particular sections. This notwithstanding, the first part presents an internal rationale of the problem, showing historical reasons for the conflict and the results of opinion polls. second part focuses on the external rationale, explaining the impact and the role of other countries' interests in the South Caucasus region. third and part of the book reveals the peace rationale, with probable scenarios for the future of the conflict. introduction and the conclusion of the book complement the content of the entire volume perfectly. One part of the introduction is devoted to a chronology of historical events, while the conclusion presents ten recommendations on how to avoid war in Nagorno-Karabakh. This final part of the book is crucial to check the consistency of the hypothesis posed by the book title. One of the most practical and necessary parts of the book is the historical timeline of the conflict, prepared by M. Kambeck and S. Ghazaryan. authors present relations between Armenia and Azerbaijan in the period from 1918 to 2011. It is an excellent starting point for further analysis of the conflict. Bernard Coulie's article The Quintessential Conflict-A Cultural and Historical Analysis of Nagorno-Karabakh goes back even further, to the period when the South Caucasus region belonged to Mesopotamia. Later, in the same text, he poses a question: How far conflict settlement should take history into account? (p. 38). It seems obvious that this should be one of the crucial questions in the conflict settlement, because all parties involved manipulate the historical picture and present different data on Nagorno-Karabakh, according to what is convenient for them. The internal rationale of the conflict would be incomplete without opinions from society and politicians from Azerbaijan and Armenia. In this regard, the articles by Tevan Poghosyan and Arpine Martirosyan show the idea and the outcome of the Town Hall Meetings, while another, by Andrew Cooper and Katherine Morris, presents the opinion poll. Town Hall Meetings, informal public meetings open to all, were conducted in 2008 and 2009, in 23 cities in Armenia, Azerbaijan and Nagorno-Karabakh. More than 2,000 people took part in them. main conclusions that can be drawn from the Town Hall Meetings: many participants think that war is the only alternative to the status quo ...; neither the people of Armenia, Nagorno- Karabakh, nor Azerbaijan view the EU as a powerful political actor in the region ...; EU has a chance to become a more reliable mediator, however should avoid placing oil over security (pp. 61-77). opinion poll is an added-value element of the book, because it is the first international opinion poll conducted in Armenia and Nagorno-Karabakh.The second part of the book is an outsider's look at the Nagorno- Karabakh conflict. It shows how countries such as Russia, the United States, Turkey, and Iran, and international entities such as the OSCE and the European Union have changed their policy towards in recent years. …" @default.
