And to many, it may have appeared that Congress was indeed taking advantage of that opportunity. House Speaker Jim Wright, in defiance of White House wishes, met with Nicaragua's President Daniel Ortega to discuss a ceasefire proposal, and there was tough talk about rejecting a request for renewed contra aid. Yet, despite appearances, the opportunities were actually slipping away. Unwittingly, the moderates were allowing themselves to be trapped into supporting the same unworkable policies that for years have helped to forestall urgent reform in El Salvador and to promote the destabilization of Nicaragua. By late December, they were yielding again to the administration on the question of contra aid. It would not be the first time that opportunities had been missed, nor the first time that moderates had been trapped. For years proposals for negotiated, political solutions to Central America's problems have been put forward by Congress, the Catholic Church, and regional powers, only to be undermined by the Reagan administration with the support of just enough Democrats to fashion a pro-administration congressional majority.1 This bipartisan consensus has also lent an air of legitimacy to these policies in the public's mind.
