It is stressed that safety assurance is becoming one of the main components of managementsystems at state level and in any organizations. Requirements to social responsibility of organizations in accordance with ISO 26000 «Guidance on social responsibility» are described. One of the main core subjects of this standard are consumer problems. Society members have a right to satisfaction of needs in getting place to live, food, necessary clothes, medical service, education, utilities. During the last 20 years there were the reforms in all the social spheres in Russia. The conclusion is made about the failure of all reforms in Russia in social sphere: in the fields of health care, education, social services and science. The reasons of reforms failure are analyzed. These reasons are wrong goals and incorrect indices of reforms results measurement. Efficiency increase was declared as the main goal of all the reforms. In accordance with ISO 9000:2014 (Quality management systems - Fundamentals and vocabulary) efficiency is a relationship between the result achieved and the resources used. In reality efficiency is very often understood as profitability or commercial benefit. All the results of any activity have qualitative and quantitative outcomes. Reforms results in a social sphere can’t be adequately estimated without taking into account the qualitative results. The necessity of quality management improvement is stressed for increasing government and business responsibility in social sphere reforms. В статье перечисляются социальные проблемы современного мира, возникшие в связи с появлением новых информационных технологий, глобализацией, нарастанием природных катаклизмов и техногенных катастроф, ростом социального неравенства в мире. Подчеркивается, что обеспечение безопасности людей становится одной из главнейших составляющих систем управления на государственном уровне и в любых организациях. Излагаются требования к социальной ответственности организаций в соответствии со стандартом ИСО 26000 «Руководство по социальной ответственности». Одной из ключевых сфер социальной ответственности являются «проблемы потребителей товаров и услуг». В числе главных потребностей членов общества - потребности в личной безопасности, получении необходимой пищи и одежды, адекватном доступе к наличию жилья, коммунальных услуг, медицинского обслуживания и образования. На протяжении последних 20 лет вся социальная сфера в России является объектом реформ. Делается вывод о провале всех реформ в России в социальной сфере: здравоохранении, образовании, науке. Анализируются причины провала реформ - ложно поставленные цели и неправильные показатели измерения результатов реформ. В качестве главной цели реформирования выдвигалось повышение эффективности. В соответствии с международным стандартом на систему управления качеством ИСО 9000:2014 «эффективность» определяется как соотношение достигнутых результатов и использованных ресурсов. В условиях всеобщей «коммерциализации» эффективность зачастую понимается как прибыльность, выгода. Любые результаты имеют как количественные, так и качественные показатели. Без учета качества результаты процессов реформирования в социальной сфере не могут быть адекватно оценены. Подчеркивается необходимость совершенствования управления для повышения ответственности государства и бизнеса за реформы в социальной сфере." @default.
