• W753862017 abstract "This summary report describes the implementation of a travel centre project managed by the Ministry of Transport and Communications. The project was started in 1998 as the key producers of transport services, administrators of public transport terminals, transport infrastructure operators, and public authorities reached a preliminary understanding about establishing a network of high-quality travel centres in Finland. As a result of a questionnaire and negotiations, a total of 22 towns and cities agreed to find out if there was a need for a travel centre in their region. A steering group for the work had representatives from VR-Group Ltd, VR Ltd, Oy Matkahuolto Ab, Finnish Bus and Coach Association, Finnish Public Transport Association, Finnish Taxi Owners Federation, Finnish Civil Aviation Administration, Finnish Road Administration, Finnish Rail Administration, and the involved cities and towns piloting the project. Each city and town with a travel centre had a separate steering group to coordinate the local work. The implementation was expected to take 3-10 years. The impact assessment procedure used in transport projects was adjusted to the requirements of a public transport project and, in particular, a travel centre project. After the construction of the Kamppi travel centre in Helsinki was delayed due to such matters as appeals filed to the Supreme Administrative Court, it was decided that the entire travel centre network project be continued from 2005 till the end of 2007. Thus it was possible to include in the summary report empirical data on passenger behaviour and on the impacts of travel centres on public transport operators and on administrators and owners of the travel centres. The project was completed at the end of 2007. The aim was to establish, in broad-based cooperation, travel centres that could act as models for other public transport terminals. Separate instructions and surveys were drawn up on the development work, required information systems, and equipment and furniture needed in terminals. The project faced a particular challenge in turning old terminal buildings into accessible centres. The project studies, assessments and instructions are meant for the use of all planners, administrators and owners of travel centres.
