Since a counter-strategy of state terrorism - one committed to 'shock and awe' and 'smokin them out' - has manifestly proved to be a failure, its protagonists woefully falling into a strategic trap set by Osama bin Laden, why did President Bush in his State of the Union Address on January 10th 2007 basically outline a continuation of that failed strategy? Why are his 'surge' and 'surge boost' policies of adding 21,500-30,000 cambat troops in Iraq likely to produce the same outcome or at best a short-term solution? Despite the best intentions of his newly appointed commander of US ground forces in Iraq, Lieut. General David Petraeus, what are the chances of his success in securing the stability that will enable reconstruction to begin in the chaotically violent city of Baghdad and the outer provinces? Why is a staged withdrawal from Iraq the only viable strategy to pursue? In shifting to an overall strategy against non-state terrorism that might prove effective, what should be its salient features? Is a nonviolent strategy a viable option? To what extent would this require a new paradigm that builds on a base of principled nonviolence? What are the obstacles; what are the chances of nonviolence becoming a dominant mode of thinking and way of waging conflict? In considering these questions the intention is to redirect the thinking on dealing with non-state terrorism along more realistic and hence promising lines." @default.
