- W757908276 abstract "Transport Co-ordination Centre Hackney (TCC) is a pilot project established to procure, manage and co-ordinate special needs transport in Hackney. The TCC is an independent organization (part of Hackney Community Transport, a third sector transport provider). Transport has traditionally been provided according to the criteria and demands of various purchasers. Education purchases its own transport as does Social Services and Health. Along side this social transport is purchased by London Transport in the form of Dial-a-Ride (door to door provision for people with disabilities) and the local authority in the form of Taxi-Card (subsidized licensed taxi trips). Each purchaser has a different service specification, a different monitoring system and a different charging structure. From a user’s perspective, different journeys and even the same journey at a different time can be the responsibility of a range of purchasers each with varying eligibility criteria. The result is a very fragmented service, with underused resources and an ingrained inflexibility in service delivery. We have the situation where one vehicle purchased by Education; one by Health and one by Social Services can be doing the same or similar journeys each with only one user per vehicle. The objective of the Transport Co-ordination Centre is to be a ‘one stop shop’ for accessible transport. The TCC obtains need from the various purchasers and users, defines the type and mode of transport, negotiates with a range of transport providers to obtain prices through a competitive process and monitors and manages the provision. The TCC draws up a common service specification to which all purchasers agree. The TCC invites providers to join the select list under EU procurement law and manages the process. The TCC coordinates the provision of transport from the providers and users perspective. This includes combining users from different purchasers on the same transport, purchasing different ranges of transport, semi scheduled etc, using providers resources more dynamically, i.e. creative use of down time etc. As part of the TCC project two small local accessible fixed route bus routes have been introduced into Hackney (Hackney PlusBus). These routes provide a low cost option, which can be used by the TCC, (similar to Swedish Servis Routes) as does public transport, pedestrian buses and walking escorts. One of the objectives of the TCC is to keep peoples options as great as possible for as long as possible. By having a multiplicity of options available the TCC can chose the most appropriate/least cost option at any one time. People needs vary and accordingly the transport provision should be flexible enough to reflect the changes. From the users perspective, if the pilot project is successful there will be more flexible, more user responsive and lower cost accessible transport in Hackney. The average trip cost will be lower, the amount of provision greater, the quality both improved and harmonized and the information available to purchasers and users clear and transparent." @default.
