The program works by leasing public residential street parking spaces to any public or private entity at a rate of five percent of the value of the property that the space is associated with. The revenue of increased parking prices would be divided between a general fund and a Neighborhood Preservation Trust to reinvest those profits back into the street infrastructure from whence they were collected. The lease would hold for 20 years, after which the price would be readjusted.
