- W762963852 abstract "This talk aims at using the theoretical perspective of ambiances to analyse the implementation of a “ social and urban regeneration ” policy in Brussels and some of its effects on social practices in shared public space. On the basis of empirical data (observations, interviews, documents’analysis, …) collected during my doctoral investigation (ongoing), I would like to analyse the case of the “ neighbourhoud contract ” (contrat de quartier) called “ Rempart des moines ” which has been implemented between 1997 and 2001 in a central and popular neighbourhood of Brussels. Through an action on material environment (buildings, lighting, streets and pavements, …) led in dialogue with the inhabitants, this “ neighbourhood contract ” pursues a double objective. First, it tries to increase the security feeling for inhabitants and temporary walkers. Second, it tries to encourage middle-income classes to move in the neighbourhood. This being so, I would like to show the role of this device in the emergence of urban atmospheres in one of the concerned public places as well as the role played by social practices of several groups living around (« old inhabitants », « new inhabitants », young people, women, …). This place is an ancient free open-air basketball field, which was converted into a completely glazed sports room which access is henceforth regulated. Through the “ forming ” (formant) notion developed by Gregoire Chelkoff, I would like to develop this analysis in two phases. In the first part, I would like to explore the relationship between the atmosphere wanted by the designers (or the politics) and the social and corporeal usage of this public urban space. On the one hand, how does the intentional design of a more “ securing ” space may generate social practices opposed to the intention (degradation of the building, new forms of “ insecure ” activities, …) ? On the other hand, how do the atmospheres emerging in this place by those practices have an influence on other groups’ practices ? More specifically, how do new usage and activities may take part in bringing out a space lived as « stranger » than before ? In the second part, I would like to discuss the possibility to read the emergence of atmospheres in this shared public space as a specific type of governance. In order to do that, I would like to argue first that the ambiances described by inhabitants are the more or less intentional result of a specific ideology ; Second that these ambiances are giving it a specific hold on social link, according to the principles of this ideology, but also on inhabitants’ intimacy (Gantard and Pezres, 2009).
