• W770826301 abstract "Highways provide transportation to humans, but often at a high cost to wildlife. Construction of roads results in fragmentation of wildlife habitat, creation of barriers to wildlife movement and dispersal, and increased mortality of species attempting to cross these roads. Although these problems have been documented for many decades, not until the 1980s were any significant actions taken in Florida specifically to reduce road-kills or restore ecological processes such as water flow across the landscape. In the late 1980s the Florida Department of Transportation (FDOT) installed underpasses on I-75 through the Everglades/Big Cypress National Preserve area. The result was the elimination of vehicle collisions with the endangered Florida panther. Culverts and underpasses serve as connections between landscapes divided by highways and play a critical role in decreasing the barrier effect of roadways by increasing the permeability of roads for wildlife. It is logical and most economical to coordinate efforts to install underpasses or other mitigative measures with statewide efforts to create a greenfrastructure across Florida. The objective of the statewide greenways program is to establish an ecological network of green infrastructure to reduce wildlife mortality and restore connectivity to the landscape by restoring natural processes as they originally occurred across the landscape (e.g., wildlife movement and migration, flood, and fire). This program is closely linked with other conservation programs with similar goals. The objective of the project discussed in this report is to develop a decision-based geographic information system (GIS) computer model for FDOT road improvement projects associated with road mortality of wildlife and other environmental impacts that is integrated to other state environmental initiatives such as the greenways and CARL (Conservation and Recreation Lands) programs. This decision-based priority model will enable FDOT to appropriately schedule future projects according to critical needs. This report contains a companion CD-ROM that includes an interactive model algorithm for developing priorities for roads. ARCVIEW 3.1 or higher is required to run the model. The purpose of the interactive CD-ROM is to allow the user to perform multiple scenarios and develop their own priorities. It contains all necessary data and information to perform analyses organized by FDOT districts. The CD-ROM also contains all the background data used to achieve the results presented in this report, a copy of this report, and a data dictionary that documents the specific attributes of all data used in the model.
