Trade policies will become much more transparent, and will be subject to strong disciplines as a result of the tariff bindings and the commitments on rules included in the agreement. While WTO rules will allow continued use of state trading, subject to constraints on the protection it can provide, there appears to be a very strong need to reform these arrangements to better serve China’s economic interests. WTO Accession and China’s Agricultural Trade Policies Agricultural trade issues have frequently occupied center stage in the longrunning saga of China’s accession to the WTO. Many of the most divisive and difficult issues have involved agriculture, and accession will require a number of changes in China’s agricultural policies. In the long term, however, it seems likely that these changes will be only the first wave of adjustments resulting from China fully entering the world trading system. When China fully re-enters the world trading system, it will be re-entering a trading regime for agriculture that has more in common with the GATT system of which it was a founding member, than with the greatly weakened regime for agricultural trade that existed prior to the Uruguay Round. The Uruguay Round Agreement on Agriculture imposes real disciplines on agricultural trade policies, disciplines that will preclude China from following the path to ever-increasing protection highlighted by Anderson and Hayami (1986) in the earlier East Asian miracle economies. These constraints, plus China’s strong interests in promoting its agricultural exports, could well lead to substantial changes in China’s agricultural policy stance. Much discussion of China’s agricultural trade policies has focussed on imports of staple commodities such as grains, and neglected China’s important exports of laborintensive agricultural products such as fruits and vegetables. Many of these export products have much better growth prospects than the staple agricultural commodities that have dominated policy discussion to date. Further, they suffer from high trade barriers, particularly in China’s regional trading partners whose agricultural trade regimes developed during the era of weak international agricultural policy rules. WTO accession will give China the opportunity to press for reduction in these barriers to help create improved market access opportunities.
