- W783510315 abstract "The various characteristics of transport infrastructure determine the level of service of road and railway network and this level will vary as a result of transport infrastructure management. The users and owners of road and railway network have different needs with regard to transport infrastructure management. In addition, regional development will have an effect; areas of growing and decreasing population have different needs for transport infrastructure management. The goal of this study is to identify the needs and demands of different interest groups (the users of road and railway network, the owners of road and railway network, the society) regarding transport infrastructure management as well as to determine the significance of different factors contributing to the level of service preferred by these interest groups. Based on this, the most significant (critical) factors, their expected level and the most essential measures for achieving this level are determined. As a combination of all critical factors, a basic level of service is defined for main roads and railways, low-volume roads and railways as well as for urban roads and streets and commuter rail traffic. Furthermore, it is estimated, how the basic level of service would change in growing and declining regions as a result of the estimated regional development in the next 20 years. It can be stated, that the basic level of service has been achieved, when transport network or transport infrastructure management do not impede the most important daily routines. For securing the regular, daily traffic operations of population and economic life, the measures contributing to the basic level of service should be implemented in different transport networks. In the main road network, road capacity should provide for satisfactory driving speed for car traffic as well as adequate travel speed for public transport and freight traffic that will secure all scheduled operations. In the urban road and street network, pedestrian and bicycle traffic conditions should be secured according to the national traffic safety plan. Moreover, seamless public transport connections and sufficient accessibility for delivery traffic should be provided for. In the low-volume road network including private roads, all-season, regular, daily transports of passengers, freight and services should be secured as scheduled also in severe weather conditions. In the main railway network, rail capacity should provide for travel speeds that will secure scheduled passenger traffic operations and sufficient rail services on the most important routes. In commuter rail traffic, rail capacity should provide for frequent headways as necessary depending on the rail connection.
