- W793201211 abstract "Sustainable development [7,17,18,69,78,99,100], during the last thirty years, is progressively becoming a concept and a politicalleitmotiv more and more important at the level of international institutions and is in discussion in a great number of developed and developing countries (Stockholm, 1972; Rio, 1992). It means, for about 6·1 Q9 people on the planet, a modulation of the actual activity to permit a real compatibility between the economical, socio-political and cultural functioning with the environment (thermie and chemical pollution, eutrophy, radioactivity; biodiversity, etc.). This co-action and adaptation will be a necessity in the way to ensure the future of the next generations, outside poverty and alienation of the rights of the individual. A reason for this change of cape [91] is the fact that the general and global activity of societies is progressively reaching, by its energy and matter consumption and production, the dimension of the biosphere activity that comprise us (Figs 1 & 2). The rules and values that have assured until now a diversified and considerable development, from paleolithic to neolithic and postindustrial society (positive feedbacks; rheostasy), are not necessary identical to permit a general sustainable development. The increase of global and sorne local dysfunctionments induce the idea that sorne homeostasy must be put in place (temperature, biomasses, pollution) and so forth a thought about the goals and finality of individuals and societies activity, in the way to go in a viable configuration for a long time. This question is not only relevant for the local organization (internai reaction) of each countty (autarcy would be a bad solution: restriction of the economical amplification and differentiation as weil as demography according to the local potential), but it requires above all a new modulation of the extemal relations between all the countries of the planet (Fig. 3), the most important key to solve the global environmental difficulties. The dialectic relation between local and global organization is an absolute obligation to make firm the human sustainability [36,37,42,44, 71,97]. But at the moment, concerning the practice of this concept, not any country in the world is really in a sustainable configuration because of the nature of the actual environmental interaction and economical functioning (Fig. 4).
