- W793573722 abstract "This paper describes how the fifth largest city in America, Phoenix, Arizona, and surrounding cities acting as Regional Partners, provide both fixed-route and Dial-a-Ride services throughout Maricopa County. Using a public bidding system that enlists market forces to provide the most efficient use of scarce taxpayer resources allows multiple contractors at seven facilities to operate similar equipment under the regional banner, Valley Metro. This branding is designed to provide seamless public transportation services to the public at the most reasonable cost. Operating on a regional scale, through the use of intergovernmental agreements (IGA), provides resource enhancements through economies of scale while retaining local input and control at the city level. The natural progression of the use of economies of scale and regional approach was applied to the procurement of goods and services. The first application of regional procurement was the purchase of new radio and vehicle management systems for the entire region. Creation of a regional project management team initiated with the hiring of a Project Manager Professional (PMP) to direct the process. Each city provided a Public Transit director to sit on the oversight committee known as the Sponsor Team. Working in conjunction with the Project Manager and the Sponsor Team, resources were provided to create individual teams to manage the process. Teams consisted of representatives from all phases of the current operations, and every team had representation from every city and every service provider. A regional effort replaced seven cities performing seven types of project management. The initiation phase consisted of a two-day seminar of all participants, inclusive of city officials, sponsors, and contractors. This group established the project mission statement, objectives, defined risks, project schedules, chain of command, and organization staffing levels. Innovations included vertical integration of all end users throughout the region to develop new business operational processes and procedures, inclusive of clearly defined testing processes. The VMS project has served as a successful model of regional cooperation and has been used as a model for future projects, such as the Fare Collection System. The proactive response to current and future needs, as well as the improvement in communications, customer service, operations, maintenance, and safety and training, serve as a foundation for future expansion and regional growth." @default.
