Investment in maintenance, one of the basic functions of a firm, returns improved quality, safety, dependability, flexibility add lead times (Teresko, 1992). Over the past decade there has been increased recognition that in a world class organization, maintenance is not a separate, isolated function that makes repairs and performs assorted activities as needed. Rather, maintenance is a full partner striving together with the other functions to achieve the firm's strategic goals (Etienne-Hamilton, 1994). The integration of maintenance with other functions is accomplished with Total Productive Maintenance TTM), which was introduced in 1971 in Japan (Bodek, 1988.) to provide a competitive advantage to those adopting it. TPM was developed in a capital intensive manufacturing environment. Its adoption by other manufacturing firms was natural given their dependence on a sequential span of equipment to produce a product. But the principles of TPM can be applied to all environments. Robinson and Ginder (1995) state that in Japan TPM is being used in a wide variety of service functions such as secretarial pools and administrative offices. To accomplish this the TPM concept of reliability was expanded from equipment reliability to organizational reliability. While bur study concentrates on TPM's role in manufacturing it is possible to extrapolate from this study to TPM's role in other environments. This article reviews the relevant literature from both the maintenance and manufacturing strategy fields to describe and model the impact of maintenance on competitiveness. We then suggest hypotheses to test this model. Maintenance and Manufacturing Strategy Much of the maintenance literature ignores the impact of maintenance on performance and either focuses on the planning, scheduling and control of maintenance capacity (e.g., Banerjee and Burton, 1990; Dodson, 1994; Geraerds, 1992; Ulusoy et al., 1992) or examines the status of current practices in the United States (e.g., Antilla et al., 1994; Tonkin, 1995). Neither the maintenance nor the manufacturing strategy literature directly examine the relationship of maintenance to a firm's competitive strengths. This failure to consider maintenance may help explain Skinner's (1996) observation that the concepts of manufacturing strategy are widely cited but seldom adopted. It is possible that both maintenance and manufacturing strategy researchers do not understand how maintenance helps managers achieve their goals and develop their firm's competitive capabilities. One example of this is Ward, Leong and Boyer's (1994) study of the differences between the manufacturing practices of high and low performers. They report that manufacturing proactiveness (i.e., the degree of manufacturing involvement in strategic processes and commitment to technology and infrastructure investments) influences performance. They further state that investment in technology may require a corresponding infrastructure investment to create capabilities that lead to a competitive advantage, but they do not consider the infrastructure investment in maintenance by the high performance firms. One explanation for this oversight of maintenance's role is studies that include maintenance as a variable but find no significant effect. For example, Handfield (1993) found no significant relationship between the number of maintenance activities and Just-in-time (JIT) adoption in the U.S., which is surprising since the JIT literature emphasizes the importance of maintenance (e.g., Schonberger, 1986). Handfield's lack of empirical support for the role of maintenance may result from how maintenance is measured (i.e., solely by the number of activities performed by the maintenance staff) and not by an overall measure of maintenance capabilities.
