- W799151947 abstract "The paper addreses a simplification of applying HDM-III for priority programming at the network-level by reducing the model's data needs. This is done by screening out the less sensitive input variables with respect to an application-specific output. A Latin hypercube experimental design was formulated to investigate the sensitivity of the link characterization input factors upon several HDM-III outputs - the net present value, agency, and users life-cycle costs. The research findings confirm the suspected nature of factor sparsity of the HDM-III model. The agency and user life-cycle costs were found to be dominated by very few input factors, but the sensitivity and factor-set are specific to the rehabilitation and maintenance (R&M) strategy. The plausibility of reusing more for task-specific applications of HDM-III was examined by replacing the inactive factors by constants reflective of typical values for the case study region. The conclusions support the feasibility of extending the current pool of default inputs for task-specific, and region-specific applications of the model.
