- W799659399 abstract "In 2014, the International Seabed Authority celebrates the twentieth anniversary of its inception with the entry into force of the Convention. This provides an opportunity for some reflections on the application by the Authority of the evolutionary approach in its two aspects. This chapter describes the evolutionary approach from an institutional standpoint. This outlines the manner by which the United Nations Convention on the Law of the Sea ('the Convention') and the 1994 Agreement have staggered over time the setting up and functioning of the organs and subsidiary organs of the Authority, as appropriate. The chapter focuses on the evolutionary approach from a substantive perspective. This reflects on the progressive development and implementation of the legal regime governing activities of contractors in the Area as stipulated in the Convention and in the 1994 Agreement.
