- W804000356 abstract "This paper outlines the development of a model framework to develop a means by which the economic value of utilising the kerb lane for traffic flow can be compared with the value to adjoining land occupiers of having kerb lane available for parking. The provision of clearways (no parking for a specified period in the peak flow direction) has traditionally been based on the projected traffic volume in the kerb lane exceeding 800 vehicles per hour. This takes some account of the economic importance of the road space for moving traffic, but ignores any land use aspects. There is a need to provide a capability to undertake comparative analyses of the value, in alternative uses, of kerb-lane space on urban arterial roads. In response to this need, ARRB Transport Research have conducted research to: (1) identify the factors affecting the economic benefits arising from alternative uses (parking or traffic flow) of kerb-lane space on urban arterial roads, and define quantitative measures for those factors to be considered in an initial assessment model; (2) develop a model framework capable of both implementing an initial assessment model and accommodating more comprehensive future models; and (3) develop an initial assessment model that compares only first-order, economic effects associated with the alternative uses of kerb-lane space (parking or traffic flow) on urban arterial roads.
