- W80637269 abstract "On 28 November 2001, a little more than three months after naming Leon Kass as chair of the President's Council on Bioethics (PCB), President Bush signed the executive order formally establishing the sixth national bioethics commission created in the United States, following the National Commission (1974-78), the Ethics Advisory Board (1978-80), the President's Commission (1980-83), the Biomedical Ethics Advisory Committee (1988-89), and the National Bioethics Advisory Commission (NBAC) (1995-2001). In contrast to many other countries that have established permanent bioethics commissions, the U.S. has opted for time-limited and sometimes project-limited advisory groups. Therefore, it matters not whether it is the sixth, seventh, tenth, or twentieth commission; the PCB takes its place in the history of U.S. public bioethics commissions and inherits the legacy of its predecessors. Executive orders are not the most useful instruments from which to make predictions about how a federal advisory committee will function, but a review of the order reveals some subtle yet important clues as to how the PCB may carry out its work and some of the challenges it will face. Among the most striking features of the order is its description of the approach the PCB will use in carrying out its mission. Section 2 (c) of the order reads: The Council shall strive to develop a deep and comprehensive understanding of the issues that it considers. In pursuit of this goal, the Council shall be guided by the need to articulate fully the complex and often competing moral positions on any given issue, rather than by an overriding concern to find consensus. The Council may therefore choose to proceed by offering a variety of views on a particular issue, rather than attempt to reach a single consensus position. Commissions in the past have occasionally been criticized (mostly by academic philosophers) for appearing to rush to policy conclusions at the expense of such fundamental inquiry. The validity of such criticism certainly is open for discussion. However, while the description of the PCB's more academically focused mission is certainly responsive to such criticism, it also may be evidence of the White House's reluctance to vest in a federal advisory committee any policy advisory role. President Clinton's preemptive rejection in July 1999 of NBAC's emerging stem cell recommendations--before the recommendations had been finalized or submitted to the White House--is an important reminder of the difficulty advisory committees face when their inquiries lead to ethically defensible policy conclusions that may not find favor with the administration. …" @default.
