- W806756656 abstract "Increased public investment in transportation comes at a cost that must be borne by the public. Whether projects are financed on a pay-as-you-go basis or through other means such as debt financing, paying for much needed transportation infrastructure often means increased government taxes or fees. Almost without exception, however, proposals to raise transportation-related taxes and fees generate conflict and controversy, which frequently lead to their rejection by the public. This paper offers a four-criteria information model for communicating to the public the rationale for a tax increase and the legitimacy of the increase. We demonstrate that citizens exposed to information showing: (a) the benefit of the service paid for by tax revenues; (b) the inadequacy of current funding and revenue sources; (c) the absence of government waste; and (d) a funding comparison with a similar government entity or jurisdiction, as part of a public education campaign are more likely to support increases in taxes or fees. Our illustration of the application of the information model has two parts: (a) an experiment with a citizen’s advisory group regarding solutions for generating additional transportation revenues, and (b) a case study of a successful effort to pass a referendum for a dedicated public transportation tax in a mid-size city. In both situations, exposure to the specific types of information suggested by the model promoted support for a tax or fee increase." @default.
