- W809552747 abstract "This paper describes how rail transit systems are experiencing an increasing need of highly trained and skilled maintenance mechanics and technicians. This demand for skilled mechanics can be traced to four factors: (1) an aging workforce with current retirement eligibility or retirement eligibility in the next few years; (2) expanding rail transit systems many of which are in places that have not had rail transit systems; (3) changing technologies and new equipment not previously available; and (4) industry standards for rail transit systems and their maintenance. These trends require that rail transit agencies prepare rail transit maintenance personnel to fill existing and future requirements in maintenance occupations that are constantly changing. The training need is also to improve the skills of existing personnel and to prepare new entrants to replace retirees. The training and skills required to maintain rail transit systems are highly specialized and not generally available outside of the electric railway industry. For this reason transit agencies must develop their future maintenance personnel through training and experience on the job. Transit labor unions and management are discovering that training is an investment where their interests converge. Creating the high performance transit industry of the future is dependant on developing innovative approaches to labor-management cooperation. Training offers the opportunity for labor and management to partner in developing a well trained maintenance workforce with important performance and service outcomes for transit agencies and the public that depends on transit. The U.S. Department of Labor (DOL) has recognized transit as a high technology industry due to the technology changes taking place in the industry. DOL has also recognized that over 40 percent of the industry’s maintainers are eligible to retire in the next few years. DOL has made a grant to the Community Transportation Center to develop standards, models and systems for transit training and apprenticeship for bus, rail and facilities maintenance occupations. The Community Transportation Center is working closely with industry managers through the American Public Transportation Association (APTA) and with important industry unions to develop training for transit maintenance occupations and that comply with APTA’s recently adopted standards and recommended best practices for transit systems. The approach to developing training focuses on labor-management committees of subject matter experts in the development of training standards and curriculum." @default.
