In elections held, as prescribed by law, on the basis of party lists, the victor in Tallinn was the opposition Coalition Party, the party of former Prime Minister Tiit Vahi, the party of the Estonian economic and political elite that took shape in the late 1980s. leader of the Coalition Party's voting list was Arnold Ruutel, chairman of Estonia's last Supreme Soviet, who collected a good third of the vote for his list. wave of popular love for the former chairman also swept into the City Duma four ministers of the previous government; all told, the party took 18 of the 64 seats. . . . ... Most sensational was the fact that Deputies from the Democratic Movement ended up as the second-largest faction in the City Duma, winning only one seat less than the victors, but 4,000 more votes (the vagaries of electoral law). Ten seats also went to another list, Revel [the name by which Tallinn was known in Russia before 1917 Trans.], which was put up by the Community of Estonia, known for its native-soil ideology. . . . ... Irreconcilable opponents the ruling Fatherland party and the opposition Centrist Party managed to garner only five seats each. With that, the list of vacancies in the City Duma was filled. ... unexpected success of voters (both citizens and noncitizens of Estonia) and their candidates for the City Duma came as a shock. Prime Minister Mart Laar (Fatherland party) complained about the passivity of Estonian voters. Internal Affairs Minister Lagle Parek (National Independence Party) commented with a woman's directness: The election showed that the Estonian people are not yet ready for independence. And really, there is reason to marvel: A total of 31 Deputies made it into the duma from the two lists and from other parties (the Coalition Party, the Centrist Party and the Town Hall club). That is almost half the membership of the duma. By the way, only 10 Deputies held seats in the previous city council. ... fact that the passions of the struggle for state independence have cooled over the past two years gave rise to passivity among a good half of the electorate. Thus, in Tallinn, just under 60% of eligible voters cast ballots, and in Tartu the turnout was a mere 34%. At the same time, the participation of noncitizens was noticeably greater than that of citizens, which determined the outcome of the elections both in Tallinn and in the northeastern part of the republic. ... But to attribute the election results to voter passivity alone, as Mart Laar did, would be incorrect. . . . ... In analyzing these elections, one cannot place Estonia in the same category as Lithuania or Poland. No particular leftward move- ... ment occurred, mainly because one left-wing party (the Democratic Labor Party) is too weak, while the other (the Social Democratic Party) is part of the rightist government. On the other hand, one could discern a shift toward the center, toward more cautious and pragmatic politicians. And, once again, there was the Russian factor, which Tallinn, for example, will have to reckon with. One can only guess at how soon the alignment of forces will change in the State Assembly.
