- W813712514 abstract "The Article examines union strategies to organize and represent paid child care workers by drawing from the wealth of literature critical of the structure of collective bargaining under the National Labor Relations Act, and more specifically the Act's inability to accommodate the proliferation of low-wage service workers, many of whom are women, people of color, and immigrants. Although the United States Bureau of Labor Statistics lists child care as one of the fastest growing occupations, the industry has failed both child care workers as well as children and parents. Workers toil at the very bottom of the economic ladder while the quality of care provided is often mediocre at best. The Article argues that unions can play a critical role in helping to stabilize and improve the industry. In order to do so, the labor movement must retool its traditional approach to collective bargaining, which is incompatible with the employment patterns of most low-income service workers. New modes of unionism must be deployed including those that can represent the interests of home-based family child care providers." @default.
