- W81475313 abstract "This thesis examines the development of the Australian dairy industry with particular reference to the period 1983/84 to 1994/95. In particular it focuses on the dominance of family fanning, the link between dairy farms and dairy factories, the existence of differences in milk production by state, and the long term sustainability of the dairy industry. These issues are explored in relation to a number of theoretical perspectives, neo-classical economics/economic rationalism (the perspective that informed public policy during this period), uneven development, flexible specialisation, and the cultural diversity or farming styles perspective. The majority of the data for this thesis consists of statistical data collected by government and statutory organisations. The dominance of family farming is explained as the outcome of the development of dairy farming into an agri-food complex whereby the relationship between dairy farms and dairy factories became similar to that of piece work in manufacturing industry. The family farm labour relations helped to keep the cost of production low and assisted in the development of an export industry. Despite the ability of the Australian dairy industry to have established itself as a successful export industry, from the 1980s onwards, the cost of production increased at a faster rate than the returns. Furthermore, the dairy industry is faced with environmental and social limits to growth. The differences in the structure of milk production by state show that the structure of the dairy industry at the national level is not reflective of the structure at the state level. These differences cannot be explained easily by neo-classical economics/economic rationalism, or as the outcome of uneven development or flexible specialisation. The differences in the structure of dairy farms can be conceptualised as distinct structures of dairy farming, farming styles, similar to arguments developed by the 'farming styles'. An examination of the structure of dairy farms over time shows that they remained relatively similar in New South Wales, Victoria, Queensland, and Western Australia but changed in South Australia and Tasmania. However, rather than changing towards the national structure of the dairy industry, as could be expected on the basis of some globalisation perspectives and neo-classical economics/economic rationalism, dairy farms in South Australia became similar to those in Western Australia, and dairy farms in Tasmania became similar to those in Victoria. One of the reasons put forward to explain differences in the structure of milk production is that they influence financial returns relatively independently of market signals. This was confirmed in relation to the Australian dairy industry. This is in contrast with arguments put forward by some of the globalisation perspectives and neoclassical economics/economic rationalism. When the financial sustainability of the dairy industry is examined by state, only Victorian dairy farms appeared financially sustainable. However, the financial returns associated with a particular structure of dairy farming were not solely due to the intrinsic characteristics of this structure, but to the interaction of a particular farming structure with the broader economic and political context at a particular moment in time.
