• W82055096 abstract "Zusammenfassung Der Beitrag stellt neuere empirische Untersuchungen zur Wahrnehmung und Bewertung der offentlichen Verwaltung durch die BurgerInnen und zur diesbezuglichen Berichterstattung der Printmedien vor. Dabei wird zunachst gezeigt, dass die Bevolkerungsreaktionen nicht nur insgesamt ambivalent ausfallen, sondern dass auch die einzelnen Befragten Meinungs-Dissonanzen aufweisen, bei denen dezidierte Burokratiekritik mit positiven Beschreibungen personlicher Erfahrungen einhergehen. Dies fuhrt zur Frage nach der potenziellen Bedeutung der Printmedien bei der Erzeugung von Urteilen und insbesondere von negativen Stereotypen uber die offentliche Verwaltung. Es kann gezeigt werden, dass es eine breite Berichterstattung gibt und dass diese uberwiegend kritisch ausfallt. Da belegbar ist, dass die empirischen Daten ein – auch von der Verwaltungsmodernisierung kaum beeinflusstes – Dauerphanomen beschreiben, wird abschliesend nach den Funktionen und Folgen dieses als „perpetuum mobile“ bezeichnetes Phanomen fur das politisch-administrative System gefragt. In Form einer Thesensammlung wird der Prozess als dauerhafter Antriebsmotor fur Reformen der burgerbezogenen Verwaltungsarchitekturen skizziert. Abstract This contribution starts with a description of recent empirical studies about the opinions of citizens concerning public administration. The data show that the experiences and opinions are not only varying within the collective (popula-tion) but also within many individuals: their reaction combines reports about positive experiences with public services and harsh criticism with regard to bureaucratic features of public administration. This leads to the search for the origins of this criticism. As one of the possible sources studies about the „picture“ of public administration in selected print media are presented. The data show a rather high exposure of the citizens by articles about public administration. A large proportion of them are critical; many are including negative stereotypes. It can be shown that these empirical findings are stable over a long time. Therefore, they are interpreted as a „perpetuum mobile“. In the final section of the paper some theses about consequences and functions of this phenomenon are formulated – basically in the sense of a permanent propeller of administrative reform.
