After the Agra summit, and in the wake of the terrible killings in Kashmir just weeks after the summit, these questions have become central to public debate in India. Over the past decade, Indian views on relations with Pakistan have been conditioned by three strategic prisms: Nehruvian internationalism, neo-liberal globalism, and hyperrealism.1 Each of the prisms refracts Pakistan, and Indian policy towards that country, in different ways. The three viewpoints on strategy, and by extension on Pakistan, are vying for dominance. Their adherents and votaries may be found in the various political parties, the bureaucracy, the armed forces, amongst intellectuals and scientists, and in the public at large. Those who articulate the Nehruvian, neo-liberal, and hyperreal positions do not necessarily do so as self-conscious 'representatives' of contending 'schools of thought'. However, if one abstracts from the discourse on Indian security, the three prisms or tendencies are clearly visible. As India debates its diplomatic and military moves, it does so within the limits of a 'strategic culture' that is described by the suppositions and arguments of these intellectual traditions.2 This essay outlines the three strategic prisms and their implications for India's policy on Pakistan. Clearly, there is far greater coherence to the strategic debate than is suggested by the plethora of writings and commentary, and the bewildering and often contradictory prescriptions that appear in print.
