Recognizing the role, the US Secretary of State Henry Kissinger, during his visit to Pakistan in November 1973, said We are grateful to our friends from Pakistan for having arranged the trip for the first time to China . . .'4 Washington's attitude during the India-Pakistan war, 1971 had fully manifested that the maintenance of Pakistan's territorial integrity was not the main of the US.2 Speaking before the Senate Foreign Relations Committee in September 1973, Kissinger disclosed that the US favoured the objectives and was working towards the same objective, which was for self determination of what was at that time East Bengal.3 Enterprise had been sent into the Bay of Bengal to contain the growth of Soviet naval strength in the Indian Ocean and also to restrain India from fulfilling her adventurist designs against West Pakistan, the integrity of which was vital to the US strategic interest. Therefore, the growing Soviet influence in the subcontinent and the close Indo-Soviet alliance ensure continued US interest, in, and support for, Pakistan's independence and territorial integrity. Expressing concern for the wellbeing and security of Pakistan, President Nixon in his fourth Foreign Policy Report, said : The cohesion and stability of Pakistan are of critical importance to the structure of peace in South Asia. Encouragement of turmoil within nations on the subcontinent can bring not only the devastation of civil and international war, but the involvement of outside powers.
