- W831984667 abstract "Australia has a large and ageing road system managed by State and Local Government Authorities. The majority of the road pavements in this system were built many years ago and used crushed or naturally occurring materials and thin bituminous surfaces in their original construction. New construction is only a very small proportion of the network. In the present era and in the future the emphasis will be on maintenance and rehabilitation of this system. The process of recycling the existing pavement and surfacing by cement stabilisation is an efficient maintenance process. The paper describes the technology of the process which has been in use and under development over the last 30 years. Australia can be regarded as a world leader in this process. Applications and limitations of the process are presented. The key elements of speed, minimal disturbance to property access, user delay and the cost-effectiveness of this recycling process are presented and supported by relevant case studies. In Local Government the process has a longevity approximately equal to typical design lives of new or reconstructed pavements. The cost of the process is shown to be one- third to one-half that of reconstruction. The contractual flexibility and resource efficiency of the process are outlined. The paper concludes that pavement recycling has a significant role in the development of asset and pavement management strategies and the efficient maintenance of Australia's ageing road system.
